    Project Experiences Include:

    *       Comprehensive Ramp Use Plan, Seattle-Tacoma International (SEA), Seattle, Washington Prime / Safety Consultant. Developed a comprehensive ramp use plan for SEA that included standardized markings, signage, parking, storage, and operations for future ramp area training, operations, and compliance. Research FAA regulations and requirements through Advisory Circulars, best practices, and local standards.  Interviewed safety and operational staff roles and provided recommendations for changes in addition to a standard ramp use plan for future construction, gate management, and safety initiatives.

    *       SMS Implementation Project, Milwaukee County 's General Mitchell International Airport (GMIA), Milwaukee, Wisconsin, Prime and Program Manager. Leading a two-year, full-scale, enterprise-wide (airside and landside) SMS implementation project as Prime and Project Manager for the Airport. Assessment and development elements include conducing a Gap and Hazard Analysis, aligning SMS with Part 139 operations, developing software requirements and assisting in software implementation, authoring an SMS Manual that includes developing a Policy statement and program goals, integrating safety risk management (SRM) processes for operations and construction safety, identifying performance indicators and developing self inspections and audit checklists under Safety Assurance, and deploying training and media campaigns under Safety Promotion. Collaborating with FAA for compliance with FAA Order 5200.11 for June 1, 2015 SRM construction requirement.

    *       Runway Safety Area / Modification of Standard (MOS) SRM Panel, Metropolitan Washington Airports Authority (MWAA) Ronald Reagan Washington National (DCA) – Washington DC. Prime / Safety Consultant. Managed an accelerated SRM for a DCA Runway Safety Area (RSA) project that required both a construction safety assessment and an MOS to be completed before construction could be approved. The project included a combined assessment of the RSA and MOS including review of relevant Advisory Circulars, design plans, and the construction program. Conducted a hazard assessment, identified hazards, prepared for the SRM Panel, documented results, and delivered two reports and narratives to the FAA. The project was successfully delivered within a compressed schedule to ensure construction could begin as planned.

    *       Airport Construction Safety and SRM Workshop – Washington DC. Facilitator/Instructor. Planned and delivered, with the FAA, a compliance workshop to provide guidance on construction SRM implementation under FAA Order 5200.11. Collected industry concerns and questions, coordinated responses with FAA's Manager, Airport Safety and Operations Division, co-presented with FAA and airport representatives and provided a hand's on review of SRM compliance for construction safety at US airport. Provided guidance and practical application of how to manage, prepare for, conduct, and document SRM Panels for FAA Order 5200.11 and AC 150/53702F compliance. Approximately 30 attendees participated in the workshop.

    *       Safety Risk Management Guide Development Project, Ted Stevens Anchorage International Airport (ANC), Anchorage, Alaska. Currently authoring a guide for ANC Operations to manage safety risk for construction projects at the Airport. The Guide is customized to the current airport and contractor processes and procedures. As part of the skill and knowledge transfer a practice session to review hazards, controls, mitigations will be conducted much like a table top session. Multiple departments will participate including the FAA Air Traffic Control and the Airport District Office Project Manager.

    *       FAA SMS Airport Implementation Studies Projects, Various Locations, Nationwide. Prime / SMS Consultant. As prime and sub consultant, provided strategic and implementation program SMS services for six airports nationwide including San Antonio International, Seattle-Tacoma International, Indianapolis International, South Bend Regional, Tallahassee Regional, and Southern Illinois Regional. Developed risk and assurance programs including designing risk matrices, identifying risk thresholds, developing risk hierarchies and triggers, and procuring safety risk management software and processes.  Prepared, facilitated, and documented more than 25 unique and varied Safety Assessments for landside, terminal, and airside programs.  Managed multiple teams to support client programs, provided status reports to the FAA’s SMS Program Manager, and budget oversight and cost controls.

    *       SMS Implementation Planning Project, Houston Airport System (HAS), Houston, Texas Program Manager/SMS Consultant.  Assisted HAS to develop a comprehensive SMS Implementation Plan for its three airports including George Bush Intercontinental, William P. Hobby, and Ellington. The scope of the project was to design and deliver SMS foundations for HAS management and to develop an SMS Plan that considered scalable solutions for staffing, budgets, Part 139 operations, a draft Policy Statement and goals, occupational safety and landside collaboration, SRM integration of construction safety and operations functions including a detailed gap analysis for construction safety integration, hazard mitigation and monitoring, SMS self assessments and audits, communication planning, and staff and tenant training.  The content for the SMS Implementation Plan was developed through current FAA and ICAO document review; department interviews; representative discussions; and best practices from prior SMS implementations and construction safety.

    *       Safety Risk Management Program Development, Portland International Airport (PDX), Portland, Oregon. Program Manager, SRM/SMS Consultant.  Provided guidance to PDX operations management staff to develop an FAA-approved PDX in-house SRM program to manage and coordinate the PDX airfield construction program to improve scheduling and reduce possible delays due to FAA facilitation of SRM Panels.  Developed a comprehensive multi-phased SRM program by conducting a comparative analysis of Airport and Air Traffic SRM requirements for compliance with both programs.  Created templates, documents, risk definitions, and processes for PDX staff management.  Facilitated two SRM Panels (2013 and 2014) for airside construction projects.  Conducted a preliminary hazard assessment (PHA) to develop and preliminary hazard list (PHL), collaborated with the regional FAA ADO and SMS coordinator, met with local Air Traffic Controllers, identified hazards and existing controls, developed mitigation strategies, authored the SRM Panel report and completed the FAA Safety Assessment Screening (SAS-1) documentation for FAA approval.

    *       Master Plan Comparative Safety Assessment (SEA) – Seattle, Washington. SRM/SMS Consultant. Providing program and regulatory assistance to the SEA master plan team's requirement to design and develop a Comparative Safety Assessment (CSA) for safety assessment of proposed airside alternatives. Few, if any, airports in the U.S. have formulated strategies and approaches for Master Plan integration of safety. Working with a comprehensive team of experts and airport staff including the ADO and FAA SMS Coordinator to design a sustainable safety approach for the Master Plan for planning compliance.

    *       Cargo Improvement Program SRA, Seattle-Tacoma International (SEA), Seattle, Washington. Prime / Safety Consultant. Conducted an FAA required SRM Panel as part of a multi-phased, comprehensive cargo improvement project at SEA that included taxilane closure and coordination with the FAA.  Conducted a PHA using the FAA's Order 5200.11 Desk Reference Appendix G and program documentation, reviewed potential hazards with the project team, prepared for the formal SRM panel, provided SRM and SMS overview information to the panelists, facilitated and managed the SRM panel, and completed and delivered the SRM Panel Report to SEA for FAA sign off and approval.

    *       SRM Compliance Workshop - AAAE National Airport Conference (NAC), New Orleans, Louisiana. Instructional Designer / Trainer. Designed curriculum for a one-day SRM compliance workshop at the AAAE NAC. The workshop included the following instructional modules: 1) SMS overview, 2) Safety Risk Assessment (SRA) triggers and required processes using the FAA Order 5200.11 as a guide, 3) How to facilitate and conduct the 5-step SRA and 4) developing and managing Construction Safety Phasing Plans (CSPPs) and Safety Plan Compliance Document Outline (SPCD) related to the AC 150/5370-2F - Operational Safety on Airports During Construction.

    His current responsibilities include:

    • In-house technical expert on airport master planning, airport construction planning or airport operations and safety disciplines.
    • Manage, plan, design, and direct airport projects through application of standard and innovative techniques.
    • Prepare and monitor project budgets and accept overall responsibility for the profitability of projects. 
    • Responsible for project schedules, project budgets, timely completion of projects, technical accuracy of projects, and project team quality control.
    • Serve as senior project manager or senior project engineer on complex projects and as a designated client contact.

     

    He has over 19 years of experience in airports including work as a tower air traffic controller, aircraft fueling supervisor, airport construction project manager, commercial airport operations director, safety and security manager, ARFF Chief, Airport manager, and Airport master planner.  He has extensive corollary experience in facilities, staff training, airfield maintenance, airline lease contracts, and grant administration. In 1998, he earned a Bachelor of Science degree in Aviation Management from Central Washington University, where he has recently returned to teach as an adjunct professor.  In 2013, he earned his Master’s degree in Public Administration with an Aviation focus from the University of Nebraska at Omaha. He is also a certified member of the American Association of Airport Executives.

    In his work as an aviation planner he incorporates SMS principles into his planning processes. He has experience in creating emergency response plans and continuing operation contingency plans for airports by identifying contingencies, external resources, and operational alternatives.  The key to his project management success has been finding systemic harmony between planning, designing, stakeholder cooperation,  internal and external communications, staff training, hazard identification, risk probability/severity assessments and mitigating risks to acceptable and sustainable levels. These elements are critical in creating and implementing a safety culture change at an airport.

    Ramp Operations SMS Program, Sea-Tac Airport

    As regional safety and security manager for a ground service contractor at Seattle Tacoma International airport, he created and implemented the first ramp operations SMS program.  On his arrival, the contractor was experiencing on average one category-1 accident involving injuries or aircraft damages per week. In his role of accident investigator he utilized gap analysis, root cause analysis and statistical trend analysis to determine contributing factors in operational policies and procedure that resulted in injury and loss accidents.  Through a vigorous auditing and analysis process he adjusted operational procedures and training to improve contractor performance. He was able to identify, create and implement effective policy and procedural changes that mitigated the identified hazards and risks, resulting in zero category-1 accidents for a period of four months.

    His other past airport industry experiences include being the Airport Manager at Grant County Regional Airport and the Regional Safety & Security Manager at Menzies Aviation
